Announcing the 2026 TPI Winter Spectrum Series 

Join us for the 2026 TPI Winter Spectrum Series, a four-part virtual conversation series bringing together leading scholars, policymakers, and industry experts to examine the issues shaping the wireless landscape in 2026 and beyond. We’ll explore the emerging satellite direct-to-device era, take stock of real-world lessons from CBRS, and discuss preparations for WRC-27. Each panel features a focused discussion of timely insights on spectrum policy priorities going into the new year. In March, we’ll host a fireside chat with NTIA Administrator Arielle Roth on spectrum policy, WRC-27, and other topics.

Supplemental coverage from space is operational, and SpaceX’s AWS-4 purchase signals ambitions far beyond emergency texting. But the economics and competition frameworks are lagging. Allocation proceedings for mid-band spectrum now feature three-way contests between mobile, NGSO satellite, and shared uses, all still resolved by administrative fiat rather than market mechanisms. This session examines whether markets could determine allocation between terrestrial and satellite uses, how competition analysis should evolve as satellite and mobile converge, and what the international coordination gaps mean for US spectrum rights.

What are the unique challenges posed by WRC-27 which will be held in Shanghai, China? This panel including former members of U.S. delegations will discuss how they would tackle the logistical and practical challenges of preparing for the meeting two years from now. Panelists will discuss advice for planning and early diplomacy, priorities, and timelines for the U.S. delegation.
