Comments Filed With the FCC: Define Objectives and Determine How to Measure Outcomes

WASHINGTON (January 26, 2021) – In a comment filed with the Federal Communications Commission (FCC), Scott Wallsten and Sarah Oh argue that the FCC should clearly define the objective of the Emergency Broadband Benefit Program, build experiments into its implementation, and collect and analyze data to measure its success and learn more about how to narrow the digital divide.
