The CHIPS Act heralds a new era in industrial policy. Real national security concerns and human rights abuses necessitate reducing China-dependent supply chains. Yet, beneficiaries of protectionist policies may use such reasoning to further their own goals, even if unrelated to national interests. While a wealth of historical experience in industrial policy exists, current dialogues seem to overlook past lessons. For example, discussions about the CHIPS Act rarely mention Sematech, which, while not a perfect analog to the CHIPS Act, was also intended to promote domestic chip design and manufacturing. This panel aims to untangle these multifaceted issues.
