Comments filed with the Internet Corporation for Assigned Names and Numbers on “Enhancing ICANN Accountability”

The Internet Corporation for Assigned Names and Numbers’ lack of accountability urgently needs to be addressed in light of the proposed transition away from limited oversight by the U.S. Department of Commerce. Although ICANN has functioned reasonably well, we cannot assume that an organization that is essentially accountable to itself, with no meaningful external controls, can continue to do so indefinitely. Moreover, notwithstanding the fact that U.S. oversight has been quite light-handed, the diminished U.S. role will create a void that other governments are anxious to fill.
