Ensuring that spectrum can move to its highest-value use is key to wireless innovation and all the industries that rely on it. The recently completed incentive auction represents one such way to “refarm” spectrum. License overlays and stronger property rights are others. Some argue that sharing models, like that in the 3.5 GHz band, or unlicensed spectrum will allow for the easiest refarming. The off-the-record working group, “Refarming Spectrum: What Have We Learned?” at this year’s TPI Aspen Forum, will focus on these aspects of spectrum policy.
