Arlene Holen Appointed Senior Fellow, will Focus on Health IT

Will Initially Focus on Health Information Technology Policy

May 12, 2008 – The Technology Policy Institute is pleased to announce the appointment of Arlene Holen as senior fellow. “Arlene has a wealth of experience in high-level government positions working on a broad range of economic and budget issues,” said TPI president Tom Lenard. “She is precisely the right person to help us get our Health IT project off the ground. I am thrilled she has decided to join us.”

Before joining TPI, Holen was associate director of the Congressional Budget Office, where she reviewed all of CBO’s reports, research papers, and testimony, and managed the agency’s review process. She previously held the Senate-confirmed position of member and chairman of the Federal Mine Safety and Health Review Commission, an independent federal agency that adjudicates appeals of mine safety cases. Under Presidents Reagan and George H.W. Bush, she was associate director for Human Resources, Veterans and Labor at the Office of Management and Budget. In that position, she was responsible for budget policy for the Departments of Health and Human Services, Education, Labor, and Veterans Affairs and other federal agencies. She also served as a senior staff economist at the Council of Economic Advisers, OMB, the Department of Labor, and the Center for Naval Analyses.

Holen has published articles based on her research in the areas of labor markets, occupational licensing, immigration, and accident rates. She holds an advanced degree in economics from Columbia University and a bachelor’s degree from Smith College, where she was elected to Phi Beta Kappa.
