Paul Rubin Appointed Senior Fellow

Will Initially Focus on Online Information Issues

 

The Technology Policy Institute is pleased to announce the appointment of Paul H. Rubin as senior fellow. "Paul Rubin is one of the country's most talented law and economics scholars," said TPI president Tom Lenard. "His expertise in the economics of advertising, consumer protection, and competition will be invaluable to TPI. He has been at the forefront in studying information and privacy issues in both the offline and online worlds. I am thrilled he will be working with us."

 

Dr. Rubin has written or edited seven books, and published over one hundred articles and chapters on economics, law, and regulation, in journals including the American Economic Review, Journal of Political Economy, Quarterly Journal of Economics, Journal of Legal Studies, Journal of Law and Economics, and the Yale Journal on Regulation. He has also contributed to the Wall Street Journal, the New York Times and other newspapers and magazines.


Dr. Rubin and Dr. Lenard have coauthored a number of papers on online privacy and security (Googling Monopoly; Privacy and the Commercial Use of Personal Information: The Case of Customer Proprietary Network Information; Slow Down on Data Security Legislation; An Economic Analysis of Notification Requirements for Data Security Breaches), as well the 2002 monograph Privacy and the Commercial Use of Personal Information.

 

At TPI, Dr. Rubin will initially be focusing his research on these issues. He and Dr. Lenard are working on a major paper, scheduled for publication this fall.

 

Dr. Rubin is also Dobbs Professor of Economics and Law at Emory University in Atlanta and editor in chief of Managerial and Decision Economics. He previously served as senior staff economist at President Reagan's Council of Economic Advisers, chief economist at the U.S. Consumer Product Safety Commission, director of advertising economics at the Federal Trade Commission, and vice-president of Glassman-Oliver Economic Consultants, Inc., a litigation consulting firm in Washington. He has taught economics at the University of Georgia, City University of New York, VPI, and George Washington University Law School. Dr. Rubin received his B.A. from the University of Cincinnati in 1963 and his Ph.D. from Purdue University in 1970.
