Garland McCoy is the founder and chief development officer of the Technology Policy Institute. Previously, McCoy was senior vice president for development at The Progress & Freedom Foundation, vice president for development at the American Legislative Exchange Council, and legislative assistant for U.S. Representative Jim Jeffries of Kansas. During his time on Capitol Hill, he established the Congressional Space Caucus and managed the passage of a HRS honoring the 50th anniversary of Amelia Earhart's solo flight across the Atlantic.

 

McCoy also served in the Reagan Administration, at the White House, as staff assistant to the Secretary of the Army and as senior consultant to the Secretary of Education. During his service at the Pentagon and at the US Department of Education, he put together the "Second Careers in Education" program for transitioning military personnel. He established the Defense Manpower Institute in the early 1980s to focus attention and resources on military voter registration and get-out-the-vote programs.
